This is a 4 1/2" action figure of (Kermit the Frog as) Captain Abraham Smollet with Polly Lobster, cutlass, sheath and magnetic hat from the movie Muppet Treasure Island. The figure was produced in 2004 by Palisades and remains sealed in its original NEAR MINT package.
